Ms McCallum, whose two grandsons have muscular dystrophy, said: "I am shocked that young people with disabilities are being cheated out of the same opportunities in life as non-disabled family and friends.
"Although the Scottish Government have made some strides to help my grandsons, this report shows they will face an uphill struggle to have the life they deserve," she said.
